Thats one phrase I've heard during my career in IT, it was said to a guy who was in the team I was working in. To my surprise this guy stood up and said... "I know, I'm a qualified Rocket Scientist!" and in fact he was. He had worked at Marconi Avionics in the UK developing systems for rockets and was qualified in that field.
